LEWISTON – On June 14, 2025, at around 7:00 PM, Idaho State Police (ISP), observed a blue Honda Civic speeding on Highway 12. The driver didn’t have her license with her, and the front seat passenger appeared very nervous.  The officer could smell the odor of marijuana coming from inside the vehicle. The driver informed the officer that the front seat passenger was her mother, Patricia L. Phillips. Nez Perce County Sheriff Deputies arrived to assist.

A purse located in the front passenger area contained Phillips’ Oregon ID card, a cannabis extract vaporizer container with THC content, and cannabis warning labels, a white crystalline substance that was identified as methamphetamine, a silver circular tin with marijuana, a labeled marijuana joint, a clear glass pipe with burnt residue at one end, a vape pen with THC vape juice.

Phillips was arrested and taken to the Nez Perce County Jail in Lewiston. While changing into the jail clothing, NPCSO deputies observed a clear plastic baggie in her bra with a white crystalline substance inside, similar to the substance found in her purse.

Phillips was booked for possession of methamphetamines,  possession of marijuana,  possession of paraphernalia, and introduction of major contraband into a correctional facility.
