The huge haul of drugs and a quantity of cash was found when officers proactively pulled over the vehicle on Queens Road on May 7.
Norwich Magistrates’ Court was told a subsequent search of a property in Martineau Lane in the city unearthed a further 13 kilos of cannabis in sealed bags.
Josephine Jones, prosecuting, said the total estimated value of the seized drugs was £150,000.
Florjan Koromani, 35, who was the passenger in the car, was found with £3,500 in his coat pocket and with the key to the property.

A search of his home address on Long John Hill saw police seize another £3,000 in cash.
He did not enter pleas to being concerned in the supply and possession with intent to supply cannabis and possession of criminal property.

Ms Jones said he had entered the UK illegally and had told police he had been exploited by criminal gangs after running up debts.
He was remanded into custody until a hearing at Norwich Crown Court on June 6.
Malcolm Plummer, defence solicitor, indicated he was likely to plead not guilty due to duress and human trafficking.

His co-defendant Xhuliano Bakerri, 30, of Stanmore Road, London – who was at the wheel of the car – also faces charges of possession with intent to supply cannabis and driving without insurance.
He was also remanded to remain in prison until he appears at Norwich Crown Court.
The discovery comes two months after Norfolk and Suffolk police seized cannabis worth almost £500,000 after raids as part of a national operation to tackle organised crime involvement in the production of cannabis.
It is a key source of illicit income for criminal gangs who are also involved in money laundering and violent offences.
