MONTPELIER — With a new medical use endorsement program starting up soon in Vermont, free training will be offered by the Cannabis Control Board at set times throughout the year.
“Our contract to develop the curriculum and conduct the trainings has been held up at a few places since we first put out the RFP in December,” CCB Chairman James Pepper said a recent board meeting, referring to a request for proposals. “It looks like it’s back on track now. And I think as soon as the ink is dry on that contract, we’ll make an announcement about the trainings so we can get those done.”
Pepper said the board sent proposed rule amendments to the Legislative Committee on Administrative Rules. He anticipates adoption of the rules to occur sometime this month.
Included in the rules are requirements and regulations for the medical use endorsement, which will allow retail cannabis establishments to serve medical patients, including selling products tax-free, providing curbside pickup and selling high-potency items to patients. State law requires at least one budtender in a medical use endorsed retail operation to have additional training.
July 1 is the target date to begin issuing medical use endorsements. Retailers interested in the endorsement are encouraged to look at the rules and requirements ahead of time.
The endorsements are aimed at helping patients at a time when medical dispensaries are closing since the introduction of adult-use retail shops.
Pepper said the contract has been circulating around for the last three months.
“Just like everything in cannabis,” he said in an interview, “a lot of different agencies have to sign off on it.”
Pepper said the person developing the education curriculum teaches a class on cannabinoids at the University of Vermont.
“Modifying the curriculum hopefully won’t be a long, drawn out process,” he said.
