A marijuana dispensary in Kirkwood is asking for a change to a municipal ordinance to allow the business to operate later, seven days a week.

Representatives of Proper Cannabis, 10855 Manchester Road, during a June 18 public hearing asked officials to amend the local zoning code for marijuana dispensaries and the company’s special use permit.

Proper Cannabis currently operates from 8 a.m. until 9 p.m. daily. The change would extend evening hours to 10 p.m., Sunday through Saturday. 

Representatives of the business said the request for extended hours comes in response to competition from other area dispensaries. 

“Proper is operating within a very dynamic marketplace right now,” Proper Cannabis owner Bud Pennington told the council, noting that a “friendly competitor” in Des Peres is now open until 10 p.m.

Proper Cannabis is owned by a company that operates 10 other dispensaries in Missouri, plus a cultivation facility in Rock Hill.

The Proper Cannabis Kirkwood location has been in operation for about a year, offering in-store, drive-thru and delivery services to customers. A city staffer confirmed that there have been no police calls to the business in its first year of operation.

Proper Cannabis asked for its drive-thru service to be allowed to operate until midnight on weekends, the busiest days being Friday and Saturday, but the Kirkwood Planning and Zoning Commission rejected that request while still favoring the extended 10 p.m. hours.

City council will consider the proposed zoning and permit changes at its July 3 meeting.

Police Department To Get New HVAC

A planned replacement of the heating and cooling systems at the Kirkwood Police Department, 131 W. Madison Ave., will move forward with approval by the city council.

In what was described as a “budgeted replacement” under an existing maintenance contract with the Murphy Company, the city will pay $202,927 for the new HVAC equipment and another $69,400 for related automation controls.

The current systems are functional, but at the end of their planned service life, according to city staff.

Also during its June 18 meeting, the city council approved the police department’s request to purchase a voice stress analyzer for $8,995. This device is colloquially understood as a type of “lie detector” that is used by specially trained police officers to suggest when someone is being deceptive.

The new device will replace one that Kirkwood has used for the past two decades, and the funds for its purchase are coming from money the city receives when it participates in joint operations, often related to area drug task forces.
