NORTH BEACH, Md. — North Beach wants people to keep their cannabis use to themselves.

On June 6, the town passed an emergency ordinance in accordance with Cannabis Reform – Revisions (SB215), which was signed into law by Gov. Wes Moore on April 22, 2025. Restrictions on public cannabis use now more closely mirror the town’s restrictions on tobacco.

SB215 allows local jurisdictions some authority in determining how cannabis can be consumed in their areas. North Beach took full advantage of these updates with Emergency Ordinance 25-02.

According to the official statement on the town website, this ordinance was passed in order to:

Maintain the town’s family-friendly environment and coastal tourism appeal;
Prevent potential conflicts related to public health, law enforcement, and regulatory oversight;
Avoid logistical challenges associated with zoning, permitting, and public safety monitoring; and
Ensure consistency with the town’s existing land use policies and business licensing ordinances.

The ordinance states that people will no longer be allowed to smoke, vape or ingest cannabis on town property, public spaces or within business establishments or areas generally accessible to the public.

Additionally, sellers, including licensed entities, will not be permitted to establish venues that offer on-site consumption, and no events may allow on-site consumption.

This includes smoking, vaping and ingesting cannabis.
