ROCHESTER, Minn.- The Olmsted County Board of Commissioners held a special meeting on Thursday, May 15 to brainstorm lottery systems for new cannabis business licenses.

According to Mark Thein, board chair and commissioner for district 7, the commissioners decided on a lottery with two waves of applicants, to help businesses that have already received preliminary approval get started while leaving space for applicants that haven’t received licensing yet.

The first wave would be early in the summer and accept applications from small scale retailers who have already been pre-approved by the Office of Cannabis Management for a micro business license.

The second wave would cover retail licenses and large chains covered by the mezzo business license, which are set to be assigned via a state lottery on June 5 for social equity applicants and July for general applicants. 

Thein says this wave of applications would open later in the summer after the state’s July lottery has closed. 

“I’m sure we’re going to make some mistakes, there’s going to be some changes down the road, but we’re giving this some true thought for the parties involved when writing this ordinance,” Thein said.

The county hopes to have around 7 to 8 small scale retailers and 6 to 7 larger scale retailers licensed by the end of the year.

A final draft of the lottery system is set to be added to cannabis ordinance on Tuesday, May 20.
